Port Princess

High sea wall. The ocean level has dropped or the port was built very high. At the bottom is a shanty town on stilts. The character is a smuggler trying to get inside the port city using an underground path or an unused/undocumented sewer to deliver weapons to the a small resistance group fighting invaders who have no idea the war has already ended.
